Toronto’s Daily Bread Food Bank is severing connections with one of its major member agencies due to discrepancies found in invoices submitted by Feed Scarborough for grant funding. The charity brought these financial management concerns to the attention of the police. The decision not to renew Feed Scarborough’s membership was made by Daily Bread’s board of directors last week, meaning the agency will no longer receive food deliveries or funding after the current month.
CEO Neil Hetherington revealed that Daily Bread had halted funding to Feed Scarborough while investigating financial irregularities. However, food supplies were still provided to ensure south Scarborough residents were not adversely affected. Hetherington stressed the importance of ensuring every dollar is allocated towards the intended charitable purposes.
Feed Scarborough, one of Daily Bread’s primary member agencies, has been a recipient of millions of dollars’ worth of food annually and received $620,000 in grant funding from 2021-23. Concerns regarding Feed Scarborough’s financial spending and management were raised after a review of invoices, corporation records, and emails.
Allegations include missing invoices totaling $18,000, self-approved expense claims exceeding $100,000 to the then-board chair (now CEO) Suman Roy, and the use of grant money to purchase $10,000 worth of food from Roy’s own company. While these allegations have not led to criminal charges, they have raised significant concerns.
Suman Roy, the founder and CEO of Feed Scarborough, denied the allegations, citing an ongoing third-party investigation. He expressed confidence that the claims would be disproven once the investigation concludes. Daily Bread reported that Feed Scarborough failed to provide requested documentation in response to the financial discrepancies, leading to further scrutiny.
Toronto police are currently investigating the matter following a report from Daily Bread in November 2025. Despite the denial of failing to provide documentation, Feed Scarborough assured full cooperation with the police investigation. Roy expressed disappointment in Daily Bread’s decision to terminate services, emphasizing Feed Scarborough’s commitment to using funds and resources for charitable purposes.
Feed Scarborough operates multiple food banks and programs in Scarborough, with plans to maintain at least one independent food bank to meet community needs. Clifford Gomes, the chair of Feed Scarborough’s board of directors, assured that emergency food programs would continue and dismissed the accusations as unfounded pending investigation.
Daily Bread’s police report revealed discrepancies in financial reporting, including missing invoices and questionable expense claims. Roy’s involvement in transactions with related parties and the approval of substantial expenses raised further concerns. Despite explanations citing cash flow issues, discrepancies in financial records persisted.
Soso World Ministries will take over food distribution for Feed Scarborough’s clients, ensuring continued support for the community. Founder Garth Soso expressed disappointment in the situation, emphasizing the need for transparency and accountability in all charitable organizations.
