A former Winnipeg constable, Elston Bostock, who delivered a graduation speech for his recruit class, served as a police officer for over two decades, and previously received an award for exemplary service from the Governor General in 2024, has now been sentenced to seven years in prison. This decision came after an extensive internal investigation revealed a pattern of misconduct spanning eight years, including ticket fixing, sharing confidential police information, drug trafficking, and other criminal activities. The judge described Bostock as operating without fear of consequences under the guise of his uniform and badge.
Despite initial sentencing recommendations varying between seven years and just over two years from prosecutors and defense attorneys, Bostock ultimately agreed to a joint recommendation of a seven-year prison term to avoid a potentially longer sentence. The judge highlighted the severity of Bostock’s actions, emphasizing the detrimental impact on public trust in the justice system.
During the sentencing hearing, Bostock expressed shock and disbelief at the potential sentence length, indicating his acceptance of the plea bargain. The court proceedings also revealed details of Bostock’s crimes, including voiding traffic tickets in exchange for gifts, drug trafficking, and sharing sensitive police information with criminal associates.
The investigation, dubbed Project Fibre, commenced in April 2024 following reports of Bostock’s illicit activities. The prosecution uncovered evidence dating back to 2009, indicating a long history of compromised behavior by Bostock. Despite acknowledging personal struggles and traumatic experiences during his career, Bostock’s actions were deemed inexcusable by the judge.
Bostock’s sentencing also shed light on the involvement of three other officers in related offenses, further tarnishing the reputation of the Winnipeg Police Service. Chief Gene Bowers condemned Bostock’s actions as detrimental to the service’s standing and pledged to address accountability and rebuild public trust within the force.
