The City of Ottawa has streamlined the process for volunteers to obtain necessary insurance for removing invasive plant species from the city’s green areas. Invasive species, which are not native to North America, such as Buckthorn, dog-strangling vine, and garlic mustard, pose a threat to the local ecosystem. Volunteers participating in eradicating these invasive plants can now enter into a stewardship agreement with the city’s forestry department, requiring liability insurance.
Recently, Alta Vista Coun. Marty Carr raised concerns about groups with stewardship agreements not being able to access Ottawa’s Community Partnership Insurance Program (CPIP), which offers liability insurance to community associations and gardens. Carr highlighted that some groups prefer not to be part of a community association but still wish to engage in invasive plant removal activities independently. Following this, city staff informed councillors that groups with stewardship agreements can now utilize CPIP.
Michelle St-Germain, chair of the land restoration committee at the Alta Vista Community Association, emphasized the challenges of securing insurance support from community associations. She mentioned the time-consuming process of gaining association approval each year for their invasive species removal activities. The updated regulations now allow groups to apply directly to the city once, simplifying the process significantly.
Lynne Patenaude, a volunteer from the Ottawa South Eco Action Network (OSEAN), expressed that bureaucratic hurdles divert valuable time away from essential conservation work. OSEAN aims to collaborate with the city directly to remove invasive species efficiently. The revised approach is seen as a positive development by St-Germain, removing unnecessary obstacles for volunteers and streamlining the process.
Councillor Carr revealed plans by city staff to enhance community involvement and further reduce administrative burdens. The proposed program aims to empower community groups with more responsibility over green spaces, including training new volunteers to facilitate easier access for park maintenance activities. Carr anticipates an update on these initiatives in the coming year, emphasizing the city’s commitment to promoting community engagement in environmental conservation efforts.
