The Region of Waterloo is planning adjustments to a bylaw that could result in the relocation of individuals residing in an encampment at 100 Victoria St. N. in Kitchener by April 1. In April 2025, the region enacted a site-specific bylaw aiming to clear the lot by Dec. 1, 2025, to make way for the construction of a new transit hub. The current bylaw is under review by a Kitchener judge with upcoming hearing dates scheduled for Feb. 5, 6, and 27.
Proposed amendments to the original bylaw include extending the deadline for vacating the property to April 1, 2026, eliminating the provision for fines, and establishing a transition process to offer alternative accommodations for encampment residents. The transition plan involves crafting individual housing plans with support services, transportation, and storage for up to six months.
A public input meeting is scheduled for Wednesday to gather feedback on the proposed amendments. Lesley Crompton, a volunteer assisting homeless individuals in the region, expressed concerns about the limited availability of shelter and housing options for those affected by the relocation. She emphasized the need for additional accommodations and suggested exploring alternative locations for similar encampment setups.
Benny Skinner, another delegate for the meeting, plans to question the allocation of an extra $20 million to the Waterloo Regional Police Service budget while highlighting the unmet basic needs of homeless individuals. Regional Chair Karen Redman emphasized ongoing efforts to assist encampment residents in finding suitable housing options. The bylaw is set to be presented for council approval at a special meeting on Friday.
