“Experts and Unions Raise Concerns Over Government Office Return Plan”

With the federal government requiring public servants to return to the office four days a week over the summer, concerns have been raised by experts and unions regarding the lack of a clear strategy or infrastructure to support this transition. Currently, federal employees are mandated to be in the office three days a week, with executives required to be in four days a week.

The Treasury Board of Canada announced that starting May 4, executives must return to the office five days a week, and all other employees will need to be back four days a week by July 6. Shawn S. Hamilton, a principal at Proveras Commercial Realty, emphasized the importance of having a demonstrable strategy to ensure a smooth transition back to the office, highlighting the need for proper accommodation and collaboration opportunities for workers.

Hamilton expressed skepticism about the government’s ability to accommodate all employees, especially in the absence of plans to expand office space in the National Capital Region. Despite planned workforce reductions, concerns remain about the logistics of returning workers to the office without adequate space.

In light of the government’s efforts to dispose of some properties, Hamilton noted that the latest mandate sends a mixed message and fails to instill confidence in the stability of Ottawa’s future. Unions representing federal employees have also voiced numerous concerns, citing issues such as overcrowded offices, the need to search for desks, and the presence of mold and contaminants in some buildings.

Tyler Chamberlin, an associate professor at the University of Ottawa, described the government’s move as opportunistic, especially amid significant job cuts. He pointed out potential challenges in meeting the timeline due to limited office space and ongoing public transit issues in Ottawa.

Pierre Barrieau, an expert in transportation planning, highlighted concerns about parking and public transit pressure, particularly on the Gatineau side. The return to the office mandate is expected to strain transportation networks, requiring immediate solutions to mitigate potential issues.

While the government aims to strengthen the public service through the new mandate, concerns persist among experts and unions regarding the practicality and implications of the return-to-office order. The Treasury Board assured collaboration with unions to effectively implement the transition.
