Ex-Officer Bostock Accused of Drugging Partygoers

A woman who knew Elston Bostock in the past has disclosed that the former Winnipeg police constable was known for distributing drugs at social gatherings by discreetly sharing white powdered substances with attendees. She stated that Bostock, who recently admitted to drug trafficking charges and had previously pleaded guilty to various offenses, had a reputation for ensuring that everyone at parties became heavily intoxicated during the period of 2015-2019.

According to the woman, who chose to remain anonymous due to concerns about potential repercussions, Bostock would carry white powder in his pocket and surreptitiously sprinkle it on partygoers by licking his finger and dabbing it in the substance before touching their mouths. She expressed unease about his involvement in illegal activities while serving as a police officer.

Recent court proceedings have shed light on additional illicit actions by Bostock, which were unveiled following a prior investigation that led to his dismissal from the Winnipeg Police Service and implicated some of his colleagues in legal proceedings. Prosecutors revealed that Bostock supplied drugs, including cocaine, MDMA, psilocybin, and cannabis, to friends and fellow officers, often while on duty and stationed in his patrol car, not for financial gain but to enhance social connections.

The woman recounted occasions when she attended gatherings in Manitoba’s Interlake region where Bostock was present between 2015 and 2019, noting that she experienced heightened intoxication from the substances he provided. Although she was unsure of the exact nature of the drugs, she described the effects as more intense than those she had encountered while consuming ecstasy and MDMA at festivals.

The investigation exposed instances where Bostock communicated with colleagues about obtaining drugs, such as pharmaceutical-grade painkillers, opioids, benzodiazepines, as well as MDMA, psilocybin, and cannabis. He occasionally exchanged drugs with coworkers or offered them instead of selling them outright. In one instance in 2020, he admitted to consuming a cannabis gummy before starting his shift, as revealed in a message to a peer.

Tandeep Sidhu, an assistant professor specializing in sociology and criminology at the University of Manitoba, highlighted the detrimental impact of Bostock’s actions on public trust in law enforcement. Sidhu emphasized the presence of a broader pattern of misconduct within policing, suggesting that Bostock’s behavior was not an isolated incident but indicative of systemic issues within the Winnipeg Police Service.

The cases of drug trafficking and corruption against Bostock were substantiated through forensic examinations of his phone following an internal probe by the police department. The offenses overlapped with the timeframe when the woman attended social events with Bostock and received drugs from him.

The challenges of rebuilding public trust in law enforcement were underscored by Frank Cormier, a criminology professor at the University of Manitoba, who expressed grave concerns about the compromises created by a police officer engaging with drug dealers while on duty. Cormier emphasized the urgency of addressing systemic issues within the police force and reassessing recruitment and oversight processes to prevent similar misconduct in the future.

Despite the revelations about Bostock’s activities, the woman who interacted with him refrained from reporting his behavior to the Winnipeg police, citing fear of potential repercussions and a perceived culture of protection among law enforcement officers.
