“Equinor Delays Key Step in Bay du Nord Oil Project”

Equinor has postponed a significant step in the development of the Bay du Nord oil project off the coast of Newfoundland and Labrador, sparking a political dispute between the ruling PCs and the opposition Liberals. The company has halted Decision Gate 2, which involves advancing with front-end engineering and design work, along with early procurement. Equinor had planned to make a decision in December, but the delay is due to the absence of a formalized benefits agreement with the provincial government.

This delay stems from the recent change in government following the Liberals losing power in the October election after a decade, with the PCs, led by Premier Tony Wakeham, still establishing their governance. The news of the postponement was first reported by the online platform AllNewfoundlandLabrador, prompting the Liberals to criticize the lack of transparency in communicating the delay to the public.

Energy and Mines Minister Lloyd Parrott responded by stating that negotiations between the province and Equinor are progressing well, despite the setback. Equinor, on the other hand, has maintained a patient stance, citing the need to allow for the transition of the new government. Talks between Equinor and the province are ongoing, with Equinor indicating the necessity to formalize Decision Gate 2 in the near future.

The Bay du Nord project, a focal point in the recent election, has garnered attention, with the PCs pledging to push Equinor to conduct certain project components locally. Equinor’s initial plan involved leasing a production vessel and constructing it internationally, but they have shown flexibility by considering local contracts if feasible. Both parties emphasize the importance of maximizing local involvement in the project.

Equinor aims to make a final investment decision next year, targeting first oil production in 2031. Premier Wakeham emphasized the need for a thorough benefits agreement, highlighting the interests of the province and its stakeholders. The project is viewed as nationally significant, with efforts underway to expedite its progress. Discovered in 2013, Bay du Nord represents Canada’s first deepwater oil development and is expected to require a substantial investment, generating significant economic benefits over its operational lifespan.

The project has evolved significantly since its postponement in 2023 due to cost concerns, with the initial phase focusing on approximately 400 million barrels of oil. The project’s potential impact on job creation, royalties, and tax revenue is substantial.
