“Canada unveils Groceries & Essentials Benefit to aid families”

Prime Minister Mark Carney unveiled a set of affordability initiatives on Monday to aid Canadian families grappling with the escalating cost of living. The focal point of the announcement is the Canada Groceries and Essentials Benefit, aimed at enhancing the assistance provided to families and individuals through their GST rebate over the next five years.

Carney, speaking in Nepean, Ont., emphasized that the government is taking action to support Canadian families in need by utilizing the GST rebate tailored for low and modest-income Canadians, as food and essential items constitute a significant portion of their household expenses.

The Canada Groceries and Essentials Benefit will offer an initial one-time boost in the first year, raising the annual rebate for a family of four from $1,100 to $1,890 and for individuals from $540 to $950. Subsequently, starting in 2026/27, the GST rebate will see a 25% increase over the next five years, providing families with up to $1,400 annually and individuals with around $700 per year.

To address the surging cost of groceries outpacing inflation, Carney announced the allocation of $500 million from the Strategic Response Fund to aid food suppliers in expanding capacity and enhancing productivity. Additionally, a $150-million Food Security Fund will support small- and medium-sized businesses in expanding greenhouses, abattoirs, and fortifying food supply chains.

Furthermore, the government will allocate $20 million to the Local Food Infrastructure Fund to alleviate pressure on food banks, enabling them to offer more nutritious food to families in need. Carney also revealed plans to develop a National Food Security Strategy encompassing initiatives such as unit price labeling, support for the Competition Bureau in ensuring market competition, and measures to address food insecurity in Canada’s North.

Opposition House leader Andrew Scheer criticized the GST rebate as a temporary measure, labeling it a recycled policy from the Trudeau era. Despite his reservations, Scheer stated that the Conservatives would support relief measures even on a temporary basis. He outlined conditions for Conservative support, emphasizing the need for a standalone bill focused solely on implementing the GST boost without additional elements that the Conservatives might oppose. Conservative Leader Pierre Poilievre affirmed the party’s commitment to facilitating the passage of the GST top-up through Parliament.
