Calgary Council Unanimously Approves Urgent Water Infrastructure Reforms

City council members have given their approval to proceed with the recommendations outlined in an independent panel’s evaluation of the failure of Calgary’s key water feeder main in 2024. Following Mayor Jeromy Farkas’s call to prioritize necessary changes regardless of cost, council engaged in a lengthy discussion on Wednesday night, eventually voting unanimously to begin implementing the suggested measures.

The report, made public on the same day, emphasizes the critical need for immediate action to address long-standing issues within Calgary’s water infrastructure dating back several decades. It highlights that concerns about the main pipe’s potential failure were initially raised in 2004 after a similar feeder main in northeast Calgary experienced a rupture.

Despite early identification of risks, the city continuously postponed inspections, monitoring, and risk mitigation efforts related to the Bearspaw feeder main over the past twenty years, as per the review. The report also notes that although the main was recognized as a high-consequence risk, the perceived low probability of failure often led resources to be allocated elsewhere.

Key recommendations put forth by the panel include expediting the twinning of the Bearspaw feeder main by early next year, maintaining and repairing the existing pipe, and establishing a dedicated water utility department overseen by an independent board of experts.

The urgency of these recommendations is underscored in the report, citing the high vulnerability of the pipe to potential catastrophic failures in the future. Mayor Farkas urged council members to adhere to all the panel’s suggestions without selective implementation, emphasizing the need for swift action to replace the line.

Acknowledging the systemic nature of the issue, Farkas stressed the necessity of not only replacing the line but also introducing redundancy measures to fortify Calgary’s water system. By addressing leaks and enhancing system integrity, he believes that future water system costs could be reduced, making it a worthwhile long-term investment.

The report identifies a history of deferred inspections for the Bearspaw main and governance challenges across multiple city councils and management teams. It recommends setting up a dedicated water utility department led by a chief operating officer, supported by stable revenue sources to ensure infrastructure renewal and system reliability.

Additionally, the panel suggests establishing an independent board of experts to provide ongoing oversight and guidance to city officials. These measures aim to instill a culture of accountability and proactive risk management within Calgary’s water management system.

City council members engaged with the panel extensively, seeking clarity on the delayed water system improvements and guidance on implementing the report’s recommendations. Panelists expressed grave concern about the urgency of addressing the water system issues, emphasizing the need for immediate action to enhance system resilience.

The recent report is distinct from a prior engineering evaluation presented to council in December, investigating factors contributing to the 2024 main break. The panel’s recommendations, if executed promptly, are projected to address systemic gaps and introduce a more proactive and accountable approach to managing Calgary’s water infrastructure.
