“UN General Assembly Backs Climate Duty Ruling”

The United Nations General Assembly approved a resolution by a vote of 141-8 to support a world court decision stating that nations are legally obligated to address climate change. Notably, the United States, a major historical emitter, opposed the resolution, while Canada, one of the sponsors, voted in favor. The resolution, initiated by Vanuatu, a Pacific island nation, upholds an advisory opinion from the International Court of Justice (ICJ) issued in July 2025, emphasizing the duty of states to reduce fossil fuel consumption and combat global warming.

UN Secretary-General António Guterres emphasized the governments’ responsibility to safeguard citizens from the escalating climate crisis during the vote, with 28 countries abstaining. While the opinion is not binding, it is anticipated to influence climate-related legal proceedings globally. Lee-Anne Sackett, the special envoy for climate justice from Vanuatu, expressed relief and intensity during the vote, underscoring the significance of the moment for her country.

In contrast, the United States, along with Saudi Arabia, Russia, Israel, Iran, Yemen, Liberia, and Belarus, opposed the resolution, while Turkey, India, Qatar, and Nigeria abstained. China, currently the largest global emitter, supported the resolution. The U.S., under the Trump administration, has withdrawn from the Paris climate agreement and other environmental accords, opting for policies that promote fossil fuel production.

The resolution’s approval signifies a commitment to enforce climate pledges and hold countries accountable for failing to regulate fossil fuel industries. It signals a shift in the global climate narrative, according to experts. The vote may compel Canada, with its fossil fuel subsidies and recent policy decisions, to reevaluate its stance on climate action. Furthermore, the resolution could empower legal challenges against governments for climate-related negligence, influencing domestic climate planning and policies.
