Federal budget cuts to a weather radar research group are expected to impede the ability of weather forecasters to detect approaching tornadoes. This warning comes from a University of Manitoba atmospheric science professor following a recent tornado that struck a Winnipeg neighborhood without prior notification. Despite a $180 million investment by the federal government a decade ago to install 33 new high-quality weather radar systems throughout Canada, operational since August 2023, the challenge lies in outdated software and algorithms available to interpreters, according to John Hanesiak from the University of Manitoba.
Hanesiak expressed concern that without the disbanded dedicated team, necessary enhancements to the software and algorithms may not be implemented, despite knowing the solutions. Alongside eight other weather researchers, Hanesiak penned a letter to Federal Environment and Climate Change Minister Julie Dabrusin in April to highlight the dissolution of the weather radar research group under Environment and Climate Change Canada. The group’s mandate was to maximize the effectiveness of the national weather radar network to potentially reduce casualties, injuries, and property damage.
In response to concerns, Dabrusin assured that although the government aimed to enhance scientific delivery through a comprehensive spending review, they would continue to provide the essential scientific and technical support to maintain the current radar network. Environment Canada likewise affirmed that the alterations made to radar research activities do not affect meteorologists’ access to operational radar imagery and data, emphasizing their sustained capacity to operate the radar network effectively.
In a separate development, a Winnipeg city councillor emphasized the criticality of timely warnings that radar systems could offer. Following the destructive tornado that struck the Whyte Ridge area on June 29, councillor Janice Lukes highlighted the lack of advance notification, despite numerous tornado warnings issued earlier in the month. Residents expressed surprise and concern over the absence of alerts during the recent tornado event, underscoring the importance of the Alert Ready system and the role of Environment and Climate Change Canada in issuing weather warnings.
While acknowledging the challenge of predicting tornadoes, Environment Canada spokesperson Clim explained that thunderstorms could rapidly evolve into tornado-producing conditions, posing a complex forecasting issue. The University of Manitoba’s Hanesiak emphasized the necessity of software and algorithm improvements to leverage the data from the new weather radar systems effectively. He stressed that existing technologies were limiting forecasters, hindering their ability to maximize the potential of the advanced radar systems installed across Canada.
